This reminds me of something from D&D. In the long past, Giants and Dragons were at war. To aid themselves in the war, Giants designed Rocs and Behirs as beasts of war. Seeing Rodan, he looks like a Roc attacking some kind of aquatic dragon. Really good depiction.
